Restructuring ASCE Governance
ASCE members voted to adopt broad changes in ASCE's governance structure. These changes represent the first significant restructuring in more than 30 years. The restructuring streamlines representation, adds Institute and At-Large Directors to the board and creates a new regional structure. As part of the restructuring:
  • The number of directors will be reduced from 28 to 17, including the current president, the past-president, the president-elect, 10 regional directors, two Institute directors and two at-large directors.

  • The new board will establish no more than ten constituency-based regions, eliminating the previous four Zone boundaries. The regions will be managed by a regional board of governors. At least one region will be comprised of members from outside the U.S., Canada, Mexico and Puerto Rico.

  • The board of governors from any of the ten eligible regions will be able to nominate candidates for president-elect, with the exception of regions currently represented within the serving president, current president-elect and past-president positions. Nominees for president-elect position will be required to have completed one full term of service on the board.

Civil Engineers Call for Comment on Three Urban Drainage Industry Standards
The Environmental & Water Resources Institute (EWRI) of the American Society of Civil Engineers (ASCE) has announced it will conduct public comment periods on revisions to three urban subsurface drainage standards.

The standards, Guidelines for Operation and Maintenance of Urban Subsurface Drainage, Guidelines for Installation of Urban Subsurface Drainage and Guidelines for Design of Urban Subsurface Drainage, cover such topics as site analysis, system configuration, filters and envelopes, hydraulics and hydrology, structural considerations, materials, site inspection, excavation, installation, safety, inspection of materials, equipment, and construction of urban subsurface drainage. The public comment period for the proposed revisions is from October 1, 2004, to November 15, 2004.

The public comment period is one of the final stages of the consensus standards development process, and will be conducted using ASCE's Web-based balloting system. Anyone wishing to participate in the public comment period should contact Eileen Boeing, ASCE Standards Coordinator, for specific instructions. Please specify in the e-mail the standard on which you wish to comment. The EWRI Urban Drainage Standards Committee will review and address all responses submitted during the public comment period.

2005 ASCE-EWRI Award Nominations
Nominations are being sought for the 2005 ASCE and EWRI awards. The objective of the ASCE and EWRI Honors and Awards Programs is to advance the engineering profession by emphasizing exceptionally commendable achievement. Traditionally, such accomplishments have been in the form of technical papers, although many awards are based on other considerations. Assistance is requested to identify individuals who have contributed exceptionally to the environmental and water resources profession. We encourage nomination submissions for the following awards:

ASCE Photography Contest
The American Society of Civil Engineers is sponsoring a photography contest as a part of its 2005 Report Card for America's Infrastructure. Entrants are encouraged to submit photos that depict America's overburdened and aging infrastructure, such as traffic congestion or flooding. Winning images will be used to alert national and municipal leaders about America's critical infrastructure needs, failures and improvements, in conjunction with the release of the 2005 Report Card, through a special series of "Postcards from the Edge."

Prizes will be awarded in 15 infrastructure categories, as well as a $1,000 grand prize. Entrants can submit up to three digital pictures per category.

COMMITTEE NEWS

Call for Committee Members - Environmental Health & Water Quality Committee
EWRI's Environmental Health and Water Quality Committee (EH&WQ) is seeking members to help revitalize it with renewed activity. This committee is the place for you if you want to help advance the technical level of environmental health, water quality, and emerging public health issues, such as terrorism, emergency operations, diseases, contamination cleanup, and changes in the environment. Other topics under the Committee's purview include vulnerability analysis, risk assessment and management, and water quality protection. Activities include, among others, organizing technical sessions for EWRI Congresses, preparing publications on specific topics of interest, and mentoring students to encourage study in the field. Interested members should contact Gail Brion, Chair of the EH&WQ Committee, at 606-257-4467.

Call for Subcommittee Members - Sustainable Design in Water Pollution Engineering - "Walk the Talk in the Water Pollution Engineering Committee"
The Committee is pleased to announce the formation of a subcommittee to focus on sustainable design in water pollution engineering. Although ASCE is fully committed to the principles of sustainable design (Policy Statement 418) and urges civil engineers to serve as "agents for change," many of us continue to go about business as usual. Sustainable design requires dynamic interaction between engineering disciplines, while water issues tend to divide between two very excellent but separate professional organizations. Through this new subcommittee, ASCE will provide a unique forum where those working in all aspects of water pollution engineering can engage and focus attention on understanding and applying sustainable practices in our work. The mission of the committee is to (a) increase dialogue about what it means to design sustainable water pollution control systems; (b) enhance interactions among related engineering disciplines; and (c) promote new approaches that can lead to regulatory reevaluations and new innovations that minimize resource consumption and maintain the economic and environmental systems needed for a sustainable future.

ASCE/EWRI Oxygen Transfer Standards Committee Meeting
The EWRI Oxygen Transfer Standards Committee will meet on October 4, 2004 in New Orleans, LA to review the results, if any, from the public comment phase ending September 15, 2004. There will be a discussion of water guidelines, specifically, non-steady state methods of using H2O2 (European perspectives), off-gas method, and edogenous applications. Subcommittee topics of discussion will include nitrification; off-gas methods; expanding the standard's scope to suggest specific methods for aerators; steady state method; and, mass balance. There will also be an update on Quality Assurance.

ASCE/EWRI Water Infrastructure Security Enhancement (WISE) Standards Committee Meeting
The Water Infrastructure Security Enhancement (WISE) Standards Committee will meet at the St. Louis Renaissance Grand Hotel on November 7, 2004. Topics of discussion include: planning for the final development of three guidance documents that were written for the Joint ASCE/AWWA/WEF WISE Project Team under the EPA Cooperative Agreement. These documents have been developed in conjunction with the Methodology & Characteristics (M&C), Water Supply (WS), and Wastewater & Stormwater Management (W&SM) subcommittees. Additional administrative items include: determinations regarding the officers of the WISE SC and its three subcommittees; selection of the date, time and location of the next subcommittee meetings as funded by the EPA, Phase 3; selection of the date/time of the next WISE SC meeting.

ASCE/EWRI Border International Water Quality Standards Committee Meeting
The ASCE/EWRI Border International Water Quality (BIWQ) Standards Committee will meet on November 17, 2004 from 5:30 p.m. to 9:30 p.m. at the Doubletree Reid Park Hotel, 445 South Alvernon Way, in Tucson, AZ. The meeting will take place as part of the Second International Symposium on Transboundary Waters Management hosted by the University of Arizona and co-sponsored by ASCE. There will be discussion on the potential for an initial committee letter ballot on possible revisions to ASCE 33-01, "Comprehensive Transboundary International Water Quality Management Agreement." The BIWQ will also hear progress reports from its Management Plan, International Agreements, and Standards subcommittees. The Committee will also discuss a Border International Water Quality Agreements Workshop to be held Friday, November 19, at the University of Arizona, Tucson campus.

New EPA Fellowship Opportunities
Students in environmental related fields of study are encouraged to take advantage of the U.S. Environmental Protection Agency (EPA) Fellowships Opportunities. The US EPA is offering two Graduate Fellowship programs, the Science to Achieve Results (STAR) Fellowships and GRO Graduate Fellowships, geared toward masters and doctoral level students and one Undergraduate Fellowship program, GRO Undergraduate Fellowships, for bachelor level students. The deadline for pre-applications is November 23, 2004.

EPA Marshall Scholarships Available
EPA and the Marshall Scholarship Program are offering opportunities for exceptional U.S. students to pursue graduate environmental studies at a British university. Applications for the current program are due to the appropriate processing offices by October 1, 2004, for a scholarship to commence in the fall of 2005. To be eligible for the EPA Marshall Scholarship, applicants must first be selected as Marshall Scholars and must be pursuing a graduate degree. The proposed program of study must be demonstrably relevant to environmental protection, restoration, or stewardship; environmental public health; or ecosystem health. Applicants whose work emphasizes the study of global environmental problems, international collaborative approaches to environmental problem solving, technology exchange programs, or research to improve international dialogue regarding the environment will be given first consideration. Scholars must be willing to relocate to the United Kingdom for at least two years.
