Journal of Irrigation and Drainage Engineering Publish ASCE 150th Anniversary Papers

By William Ritter

The Journal of Irrigation and Drainage Engineering is celebrating the ASCE 150th anniversary by publishing four papers in the Journal. In the July/August edition the papers "Integrated Water Management for the 21st Century: Problems and Solution" by Herman Bouwer and "Irrigation Hydrology-Crossing Scales" by Wesley Wallender and Mark Grismer were published. In the September/October issue the paper "A Paradigm Shift in Irrigation Management" by Marshall English, Kenneth Solomon, and Glenn Hoffman is published and in the November/December issue the paper "Water Quality Aspects of Irrigation and Drainage: Past History and Future Challenges for Civil Engineers" by Kenneth Tanji and Conrad Keyes, Jr. will be published. All four papers look at different aspects of past history of irrigation and drainage and discuss new challenges for engineers in the future. Bouwer discusses the need for integrated water management to address the problems of global population increases and the challenges faced with increased need for industrial agricultural and municipal water use. Wallender and Grismer discuss the need that a broader hydrologic analysis across a larger range of scales is necessary to adequately include various processes in the future to access the positive and negative environmental impacts of irrigation-drainage projects. English, Solomon and Hoffman discuss the need for the adoption of a new paradigm in irrigation management based upon the economic objective of maximization of net benefits rather than trying to satisfy crop water demand because of the rising concern for the environment and the increased competition for water. Tanji and Keyes present a brief history of ASCE irrigation and drainage activities related to water quality along with a discussion of legislation and policies affecting irrigation and drainage practices, water quality constituents of increasing concern in irrigation and drainage practices and offer a prognosis on the future of declining freshwater resources available for irrigated agriculture and growing water quality problems in irrigation and drainage.
