Water and Wastewater System Security Internet Seminar

THURSDAY, April 3, 2003 • 12 Noon– 1:00pm Eastern Time

This seminar will provide an overview of security issues facing water and wastewater utilities. Topics that will be covered in the presentation will include:

  • Requirements that have been established for water utilities under the Public Health, Security, and Bioterrorism Preparedness Act ("Bioterrorism Act", PL 107-188) for the preparation of Vulnerability Assessments (VAs) and Emergency Operations Plans.

  • Resources available from EPA and other sources to conduct VAs and to assess physical security systems.

  • Review of a survey of security incidents that have occurred at water systems.

  • A review of the nature of the threats based on utility experience, and recommendations on prudent countermeasures.

Seminar Instructors

Gregory J. Welter, P.E., DEE, is Senior Project Associate with O'Brien and Gere. Mr. Welter was the project manager for a water/ wastewater system vulnerability analysis conducted for the seventh largest water utility in the country, the first one completed under the current EPA support grant program. The Phase I vulnerability assessment for this project was conducted using Sandia Risk Assessment Methodology for Water (RAM-WSM) protocol. He is also currently working on vulnerability assessments being conducted for Fairfax County Water Authority, Anne Arundel County, and the Appomattox River Water Authority. He is serving on the ASCE Blue Ribbon peer review panel for the East Bay Municipal Utility District (EBMUD) in San Francisco.

Karen L. Moran, P.E., is a Vice President with O'Brien and Gere. Ms. Moran is an expert in water and wastewater system design who has received Sandia certified training for Water System Vulnerability Assessments. She also has extensive experience in construction-phase services for facility expansion/renovation projects, as well as the design of new facilities, facilities planning, involving hydraulic analyses, studies, and alternatives evaluation to meet projected water supply demands and wastewater flows. Ms. Moran has provided these servies for more than 50 programs involving water and wastewater system evaluation, design, and facilities planning.
