Bill to Fund Wastewater Infrastructure Introduced in House

January 2003 - Reps. Sue Kelly (R-NY) and Ellen Tauscher (D-CA) introduced legislation (H.R. 20) that will provide up to $25 billion over five years to help states fund wastewater infrastructure needs. The legislation is similar to a bill (H.R. 3792) the two lawmakers introduced in the 107th Congress that was actively supported by ASCE. The Clean Water Infrastructure Financing Act of 2003 would provide the money through the state revolving loan fund (SRF) administered by the Environmental Protection Agency (EPA). The SRF has been funded in recent years at about $1.35 billion annually. The EPA last Fall released a report indicating a funding gap for wastewater infrastructure financing of $270 billion to $400 billion over 20 years.
